In accordance with President Obama’s January 18, 2011 Executive Order on “Improving Regulation and Regulatory Review,” the Department of Health and Human Services (HHS) is inviting public comment as it develops its plan to review existing regulations. The goal of the review is to determine whether any HHS regulations should be modified, streamlined, expanded, or repealed to increase effectiveness or decrease the associated burden. In particular, HHS seeks comments on: how HHS should determine a schedule for review; factors it should consider and the process it should use in setting priorities for review; ways to encourage public comment in its rulemaking; how HHS should develop its analysis of costs and benefits of rules considered for retrospective review; and ways HHS can consider the combined effects of federal regulations on particular sectors and industries. Comments will be accepted until May 12, 2011.
