On April 3, CMS published a final rule that changes the weighting methodology used to calculate the Medicare Part D low-income benchmark premium amount for 2009 and thereafter.  Through this rule, CMS expects to expand the number of zero-premium plans available to low-income subsidy (LIS) individuals in each region and reduce the number of Part D plan reassignments among LIS beneficiaries.
