CMS Announces New Start Date for Recovery Audit Prepayment Review, Power Mobility Device Demonstrations

In November 2011, CMS announced  plans to conduct three new demonstrations in 2012 designed to combat Medicare fraud, waste, and abuse.  While one of the demonstrations, a Part A to Part B Rebilling Demonstration, began on January 1, 2012 as scheduled, two others subsequently were delayed.  On February 3, 2012, CMS announced that its Recovery Audit Prepayment Review demonstration and the Prepayment Review and Prior Authorization for Power Mobility Devices (PMD) demonstration, which originally were scheduled to begin on January 1, 2012, now will be implemented on or after June 1, 2012. The implementation dates for the demonstrations are dependent on Office of Management and Budget approval of associated information collection requirements.  In response to provider and supplier concerns, CMS has revised the PMD demonstration to remove the 100% Pre-Payment review phase and to allow suppliers to submit the prior authorization request on behalf of the physician/ treating practitioner.
